Fines (Visa, Labour Card, OHC, Vehicle Registration, Emirates ID)


NOTE: In Dubai, If you are canceling employment visa after the grace period, you will have to show air ticket and pay Dh190 for out pass at the Immigration Department. Then you should exit within one week and enter on new visa if you have got new visa. There are 29 days grace period from the date of visa expiry.

If you are overstayed after canceling the previous visa or overstayed on visit/tourist visa, you must exit to Oman / Kish or home country and enter on new visa. Status change is not allowed for overstayed people. There are 29 days grace period from the date of cancellation.

Visit/Tourist Visa
How much is the fine if I overstayed on Visit/Tourist Visa?
Fine for Visit visa/Tourist Visa over stay.
Dh200 for the first day and Dh100 for each consecutive day. This fine to be paid at Immigration or at the airport when the Visitor exits.

Residence/Employment Visa
How much is the fine if I overstayed after cancellation of my Residence Visa?
Fine for Residence Visa, Employment Visa overstay: Dh25 per day for first Six months. Dh50 per day fine for second Six months. Dh100 per day fine after one year. Fine will be calculated after 30 days of grace period. This fine to be paid at Immigration at the time of renewal or cancellation. If your overstay period is more, you should approach Aweer Immigration office to complete the procedures.

Overstay after cancellation of Residence Visa and Employment Visa: Dh25 per day fine to be paid at the airport while going out. If your overstay period is more, follow the above steps.

Labour Card/Work Permit
How much is the fine for Labour Card if I did not renew after expiry?
Dh500 per month fine to be paid if delayed to submit new labour card application within 60 days from the date of entry/status change, or delayed to renew labour card within 60 days from the date of expiry. New fees effective from 04/01/2015.

Occupational Health Card
How much is the fine for Occupational Health Card after its expiry?
Employee has to apply for this Card within 30 days from the date of his arrival/ Status Change. If delayed, Dh310 will be fined. Card must be renewed within 30 days from the date of expiry. Incase of delay fine Dh310 to be paid.
If the employee is outside the country and his/her Occupational Health Card is expired, then he/she must renew the card within 5 working days from the date of entering the country.

Vehicle Registration Certificate / Mulikiya
How much is the fine for Vehicle Registration Certificate late renewal?
Fine for Mulkiya late renewal: Dh20 per month to be paid at RTA at the time of renewal.

Mission Visa
Is there any fine if the Mission Visa holder did not exit on expiry of his Visa?
Visa holder has to enter UAE within 14 days from the date of Visa issue. Within 30 days from the date of arrival, Medical and Labour Card processing must be completed.

In case of failure to complete the said procedures within 30 days, fine for delay will be calculated at Dh100 for every day. Same fine will be charged for each day incase failed to renew labour card on completion of 3 months.

Upon the expiry of the renewal period of the mission visa, the holder has seven days to leave the UAE. In case of delay, Dh100 will be calculated for every day.

Emirates ID
How much is the fine for late renewal of Emirates ID?
Grace period: 30 days from the date of expiry
Fine Dh20 per day and maximum Dh1000
ID Card must be replaced within 30 days incase of changes in sponsor or Profession.

Driving License
Is there any grace period after expiry of Driving License?
Grace period: 10 days from the date of expiry
Fine Dh10 per month

Trade License (Department of Economic Development)
How much is the fine charged by DED for late renewal of Trade License?
Grace period: 30 days from the date of expiry
Fine: Dh200 per month

Immigration Establishment Card
Is there any fine after expiry of Immigration Establishment Card?
Grace period: 30 days from the date of expiry
Fine: Dh100 per month

Employing unsponsored / illegal worker
What is the penalty If a person caught working with a company other than his sponsor?
Financial penalty for employing unsponsored / illegal worker:  Dh50,000 and deportation with life ban for the worker. A proposed employee should not work with a company before getting work permit approval in his name. Relative sponsored ladies should not work with a company before getting work permit approval in her name from Ministry of Labour.

Fine for Ministry of Labour Transactions
Effective from 04/01/2015
Labour Card:
Delay in submitting new labour Contract or renewing for more than 60 days from the date of the worker’s entry into the country or the date of adjusting the worker’s legal status or expiry of the card will invite a fine of Dh500 per month even if the delay is only for less than a month.

Mission Visa: The fine for failure to get a mission contract issued within 30 days from the date of the worker’s entry and the failure to renew it for seven days after its expiry is Dh100 per day.

Companies that falsify Emiratisation records will invite a fine of Dh20,000 per worker and Dh5,000 will be levied from the companies for providing incorrect information in the Wage Protection System (WPS) to evade or manipulate the regulations per case. The maximum fine in the last case will be Dh50,000.

Non-settlement of employee’s wage for 60 days will attract a fine of Dh5,000 per worker with the maximum of Dh50,000 if the case includes more than one worker.

Companies forcing employees to sign forged documents showing that the payment of their dues was made will have to pay Dh5,000 as fine per worker. Dh20,000 is the fine per case for non-compliance with the workers’ accommodation regulations and for not employing the worker for a period exceeding two months.

Deducting Visa Fees: Charging the worker for the visa and employment fees or deducting such fees from his wage without any legal reason will attract a fine of Dh5,000. This fine is Dh20,000 at present.

The fine will be Dh20,000 if the company fails to comply with the Emirati employment policies or doesn’t respond to the Ministry of Labour’s summons within the time frame specified by the ministry.

Fake Abscond Report: Failure to report absconding workers in compliance with the relevant rules and filing a malicious absconding report will also attract a Dh20,000 fine per worker.

The company will be fined Dh5,000 if it flouts the midday break rule per worker. The maximum fine will be Dh50,000 if the case includes more than one worker.

Submitting forged documents or incorrect information to the ministry will attract a Dh20,000 fine per case.

The failure to subscribe to the wage protection system, adhere to the professional health and safety standards, report work injuries, occupational diseases or a worker’s death to the ministry, and/or failure to follow medical hazards and emergency procedures will attract a fine of Dh10,000 per case.

Failure to remove accommodation violation on time will attract Dh10,000 per case.

Failure to renew licence of a brokerage agency within 60 days from the date of expiry will attract Dh1,000 per month, while the fine for failing to renew a recruitment agency within 60 days from the date of expiry will be Dh2,000 per month.

Labour Card Fee: The fee for work permit card for a period of two years will be Dh300 for the first category. The fee for second category employees, which include three levels, will be Dh600, Dh1,500 and Dh2,000 respectively.

The fee for the third category will be Dh5,000 for renewing their work permits.

A fee of Dh5,000 will be applicable for issuance of work permits for those more than 65 years with a validity of two years.

Fines accumulated for failure to obtain or renew labour cards on time, before this resolution takes effect on January 4, will be a maximum of Dh1,000 per worker, provided that payment is made within six months from 4 January 2015.
A Dh500 fine will be collected for delay of payment per month.
